The ban on plastic bags came into effect on Monday, leaving many smaller traders unprepared and an almost complete lack of convenient substitutes. The ban applies to all bags with handles, with or without gussets and flat bags, which covers all other types, but bin liners and bags for disposing of waste and noxious items are permitted. Branded packaging used by manufacturers is also allowed, which apparently includes bread, sausages, tea, coffee, dog food and the like. Enforcement is the responsibility of NEMA and the Police have no powers in it (not that this is likely to stop enterprising officers from demanding bribes). Initially NEMA intends to issue warnings only, the heavy penalties being aimed at major transgressors in the future. A warning was issued against wrapping meat in newspaper, but a good many butcheries will have little alternative and buying suitable wrapping will only raise prices, which will be unpopular. Supermarkets are now using biodegradable bags to replace the polythene variety. Two hundred NEMA officers have been sent to different parts of the country to start the process. One cynical comment was that residents of Kibera slums who use plastic bags as the notorious “flying toilets” will be hard put to find an alternative, since public toilets, if any exist at all, are few and far between in that area. The BBC and some other broadcasters aired long programmes about the ban on both TV and HF radio, highlighting the fine of up to **US$.40,000 (Shs.4 million) or 4 years imprisonment.** ---

Ach ze maken die arme mensen toch ook van alles wijs. Als we niet oppassen gaan we het zelf ook nog geloven. En op dit moment zitten er dan weer honderden kleine zelfstandige op de politie bureau,in Nairobi Hebben van die bekende shops met twee ijzeren deuren of buiten. O ja voor plastic in bezit 50K en 20K voor Mais verkoop onder de groothandel prijs (90 cent) Zal mijn buurvrouwtje even vragen of ze 600,00 of 700,00 Euro AOW overheeft dan kan ze het opsturen, want die (meestal) vrouwen in een cel laten zitten ?
